The Regulated Hemp Product Retail Facility Registration is required for any business that intends to sell any hemp product (edibles, tinctures, flower, vapes, etc.).
As required by law, a nonrefundable annual registration fee of $1,000 shall be required with each application for a regulated hemp product retail facility registration. Each physical location that sells hemp products must submit an application and pay a separate fee.
The completed and signed application along with the order ID and the payment receipt can be submitted to the Office of Hemp Enforcement by emailing HempEnforcement@vdacs.virginia.gov.
Registrations will be issued in the order in which the application was received, and applicants will receive confirmation once an application and fee has been properly verified by VDACS Office of Hemp Enforcement. Registrations will be mailed to each retail facility within 1-3 weeks to the address on the application.
The payment portal is not for civil penalties. If you have outstanding civil penalties please contact the Office of Hemp Enforcement for assistance before submitting your application.
Required Additional Forms Any person that intends to manufacture, sell, or offer for sale a substance intended to be consumed orally that contains an industrial hemp-derived cannabinoid must submit an Edible Hemp Products Disclosure Form. A VDACS Food Permit may be required to sell these products unless the retail establishment is exempt.
